WHAT WE DO

Rationalisation and Harmonisation

Rationalization and harmonization are key principles guiding the work of the Emoluments Commission in Zambia. The Commission focuses on ensuring that compensation structures across the public sector are fair, equitable, and aligned with national economic goals.

Research on Emoluments

Research on emoluments is a critical function of the Emoluments Commission, serving as the foundation for informed decision-making regarding public sector compensation. Through rigorous analysis and data collection, the Commission examines salary structures, benefits, and allowances across various sectors, both domestically and internationally.

Emoluments Determination

Emoluments determination is a fundamental responsibility of the Emoluments Commission of Zambia, rooted in its mandate as established under Article 232 of the Constitution of Zambia (Amendment) Act No. 2 of 2016.

Pay Policy

One of the crucial functions of the Emoluments Commission is the formulation and review of pay policy for State organs, State institutions, and the House of Chiefs. This involves developing a comprehensive framework that governs how salaries, allowances, and benefits are structured and adjusted over time.

Job analysis and evaluation

The Emoluments Commission is instrumental in coordinating the job analysis and evaluation of salary structures for chiefs and officers within State organs and institutions. This function involves systematically assessing the roles, responsibilities, and requirements of various positions to determine appropriate compensation levels.

Monitoring and Evaluation

In its role of monitoring and evaluating adherence to pay policy, guidelines, and standards, the Emoluments Commission ensures that State organs and institutions comply with pay policy, guidelines and standards.

Two Commissioners Sworn-In On Tuesday 15th April 2025, Hon. Mr. Justice Charles Zulu, Judge-in-Charge of the High Court (General List) in Lusaka, swore in Ms. Lois Mulube, Permanent Secretary (Public Service Management Division), and Mr. Mulele Mulele, Permanent Secretary (Economic Management and Finance) at the Ministry of Finance and National Planning, as Commissioners of the Emoluments Commission.
